A state official says a recent unexpected increase in state revenue means Texas will likely have an $18 billion surplus at the end of this two-year budget period. In his Certified Revenue Estimate, Hegar added that the Texas economy is outperforming the national economy, and state will probably avoid an anticipated national recession.
