Proposed legislation intended to increase transparency in Texas' public records law is on hold with the end of the regular legislative session. The bill would close a loophole that allows government agencies to withhold or edit police records if a person hasn't been convicted or is on probation. The law was meant to protect people accused of unsubstantiated criminal activity, but some agencies have used it to withhold information in situations where suspects die in police custody, or are killed by officers.
