UPDATE: Officer resigns after asked to register as sex offender

CHINA GROVE, Texas - A police officer has resigned after he was asked to register as a sex offender.

China Grove Mayor Dennis Dunk told News 4 WOAI during a phone interview Friday that Police Officer Daniel Casas, 48, resigned from the force on July 5th. This after the Bexar County Sheriff's office arrested him for failing to register as a sex offender.

According to Mayor Dunk, Casas stated, “It's not an admission of guilt but is in the best interest of the city of China Grove to resign after learning of the warrant issued by the Bexar County Sheriff’s officer for failing to register as a sex offender.”

Earlier in the day Friday, the Bexar County Sheriff's Office informed News 4 WOAI that they had to get a second warrant for Casas' re-arrest. That second warrant was issued because the Bexar County Sheriff's Sex Offender Registration Office says Daniel Casas refused to come in and register as a sex offender.

“The second warrant was generated and issued because of the fact Mr. Casas has failed to report within the seven days required by the state of Texas,” explained Mario Enriquez from the Bexar County Sheriff's Office.

The mayor claims they have no record of Casas having any criminal history.

"Daniel Casas was hired by the city of China Grove, and we did a background investigation, which is standard procedure, and it showed no criminal history,” Mayor Dunk stated.

Enriquez says Casas must register even though he took a plea deal for the charge of indecency with a child by contact in 1991.

“Because he was given deferred adjudication for ten years does not release him from his state mandated requirements as a sex offender,” explained Enriquez. “In 2005 the law made a change to where if anybody was convicted after 1970 needs to register.”

Mayor Dunk said that during Casas' tenure as a China Grove police officer, “There were no reported incidents."

Dunk then added, "This whole thing is very puzzling.”

Have any of you seen the case history, arrest report, etc? Twenty years ago he agreed to a deferred adjudication plea deal with the understanding that he'd have no record. Must not have been really bad back then to get off so lightly. Tell me, how many "couples" do you know, or have you known, where one is of age and the other still a minor. I get really pissed and frustrated about situations that are such a simple thing as that, and have it turn into a major sex crime because of the ages of the individuals involved (which could be as simple as 16 & 19). Don't over tax the legal system with cases of poor judgement, and in many cases either not understanding the laws (as in dating) or not caring because you're in love. Problems happen when the "love" ends and the angers begin. Before you KNOW the facts, stop throwing blame and hatred, etc. Save the anger and vitriol for when it's really applicable. I'm not saying it isn't here. What I'm saying is that there's room for question about the seriousness of the charge without knowing the facts.

Personally I never found sex between adults offensive if done properly behind closed doors after the kids are asleep.

bannedonce what led you to believe that Casas was not Hispanic? I've lived in SA all my life and known several people with that last name and they were Hispanic. I don't see where you come in with all the hate and racist nonsense. There are people here from Mexico who's primary interest is not to earn a living or better their family's living but to be career criminals. That is a fact whether you want to admit it or not. It's no more reflection on the people of Mexico than the fact that we have plenty of home crown criminals of all races and sexes. Some people are criminals and that's all they'll ever be. Lastly what do you have against somebody living in a 'trailer park'? I also know quite a few people who live in trailer homes that are good honest people. Some retired, some young, some inbetween. All have jobs and are working to support their family. You really need to seek help in a padded room with little furry animals to play with.

He has had a clean record since.Our sex offender registry system was originally designed to track truly "dangerous predators".......TRY telling this BS statement to the victim and the family.Oh man your a ball of fire ! I can tell you this you wouldn't be making meaningless comments if you had someone get violated by a convicted sexual predator ! YEA " MARVIN" your a charm I'm sure your the twinkle in the eyes of the victim and family !

This is an example of the State of Texas creating an arbitrary, retroactive law. At the time Casas agreed to the deferred adjudication plea deal, it was with the understanding that he would have no record. Then some fifteen years later, in 2005, the State says oh, by the way, even if you have a deferred adjudication, you have to register as a sex offender. He has paid his debt to society. He has had a clean record since. Our sex offender registry system was originally designed to track truly dangerous predators. Now the system is clogged with cases that don't belong in the registry and the system is too clumsy to be an effective deterrent.

My own thinking on this matter, and it is one that is accepted in most law enforcement circles, I might add, is that if he has nothing to hide, he shouldn't be worried about having to register. I believe that most police officers would gladly register as sex offenders if asked, just as any honest citizen would allow the police to search his home or vehicle if asked. It is all a question of moral uprightness.

Even though now Ex officer Daniel Casas took a plea deal for the charge of indecency with a child by contact in 1991.I believe that he must register as a Sex Offender because the crime he is accused of is just to serious to ignore, and more so since he was a law officer.
