In fact the old WWII barracks were well maintained by military until recently all the buildings were replaced and many civilian jobs were created by affirmative action. They get rid of one active duty slot and create two civilian jobs that are filled by who you know. Even custodial services that were military additional duties got contracted out to minority female owned companies. Spending billions in the government is the norm because if we dont spend it next fiscal year we will have less to spend. That mentality is the worst waste of spending and corruption and it is everywhere.
