SAN ANTONIO - Thirteen people were arrested in Bexar County for their third DWI – in just the past week! Today we saw firsthand the pain an alleged drunk driver can inflict upon any random person.

Gerardo Razo, 32, has rods and pins in his body. He learned to breathe and walk on his own again after a head-on collision back in April 2010.

“I wasn't sure I was going to survive that accident; just the impact was very hard,” remembered Razo. “All those broken bones. It's like, oh my God. It was just shocking.”

The 26-year-old suspect in this case wasn't in court to hear details of an alleged drinking binge that left a man with serious injuries.

Razo's sister hopes a jury makes the alleged drunk driver pay for damaging her brother's life.

A police report says 26-year-old Stephanie Cerda hit him head on. Investigators found drugs and beer in her car. And other reports show two more arrests on drunken driving charges.

In May 2011, police say she got out of a court ordered ankle bracelet and was arrested. In the report she begged police to wait until morning to do a blood test.

Why? Her reaction was “because I will be sober then.”

Attorney Don Crook hopes this civil lawsuit will send a message about how people get hurt or killed.

“She's been arrested. Her license's been taken. Nothing worked,” explained Crook.

Razo hopes drunk drivers give someone else control - to stop more accidents.

Razo is still recovering, and trying to finish a degree in architecture.

This civil case should wrap up Wednesday. We checked the records and Stephanie Cerda has been released from jail on multiple charges, including DWI, drug possession and evading arrest. She has a court date set for December 16.

First off, Driving is not a right, it is, however, a privilege. The sooner the State steps up and revamps the law on drunk driving the better.. Here's how I think it should go on the first offense. First, the plate is removed from the car along with the current stickers for a total of 18 months. Oops..sorry if your spouse/partner needs it or owns it..you were caught driving it drunk. Second, the first offense fine should be no less than 10,000, if no other vehicles were involved, triple that is there was. No deals. Third, a mandatory jail sentence of 180 days, no early release and no deals...and it doubles if another vehicle was involved. If there isn't room in the current jail then the County should build one that will be used strictly for drunk drivers..with enough grounds that if it get's full then tents erected for them to use as their home for the duration. I was a victim of a third offender back in 74..I spent 21 days in the hospital and 9 months wearing a cast. Then after nine surgeries to try and save my leg and twenty-nine years of a constant 10 pain level, it finally had to be removed. I lost my career, my home, used my entire savings to keep a roof over my ill wife's head, waiting on the system to take over. My violator, he stayed in jail just 3 days, paid a fine, then moved out of state and we never could collect, back then insurance wasn't demanded. So, in light of this recent story things need to change. It time to demand it, it begins with writing to the State Congressmen and demanding it, letting them know that a no vote mean they will become unemployed. It can be done and should be done..6 Billion dollars a year is lost because of drunk drivers..and it begins with us..Driving is a privilege, not a right...and as soon as we let people know we have had enough the better off the whole State of Texas will be.

Welcome to the great city of San Antonio! The city of "DRUNKS". Listed as one of the cities with the highest rate in all of US of drunk driver's. Taxpayer's should stand up and make the city be responsible when comes to drunk driver's. When I say responsible, I mean changing laws that would make the convicted drunk driver pay for their habitual habits! Hold bar/night club owners/employees responsible for serving drinks to intoxicated people. Hold the Liquor commission department accountable for those actions. Out of all 50 states, only Texas allows patrons to buy drinks for bartenders. Now, If I'm the bartender and 4 patrons brought me each a shot of Patron? How is that possible for me to be able to decide whether you, the person that brought me a couple of shots of patron is already intoxicated? It's not happening, why? because I'm already "TOASTED". Hello. Make the establishment accountable. The laws need to be changed in order to help all of the innocent people that do not know if they will be the next victim of a drunk driver's decision to drink. LISTEN, YOU DRINK? YOU DRIVE? YOU LOSE!!!

I totally agree with Dr. Phil. At what point do multiple DUI's constitue a felony? The justice system has to take some responsibility in releasing convicted DUI drivers back out on the street with only a slap on the wrist and a promise not to do it again. Yah, right! Let them dry out in jail or prison. When is enough enough?

One of those drunk drivers struck my parked car Sunday Night/Monday morning on Montgomery Drive and totaled it! He had no drivers licence, no insurance, had narcotics in the truck, open containers, and had just been released from prison 9 days before! Now, I am stuck with his stupidity and the costs involved. Thankfully I have un-insured drivers rider on my policy, so USAA is taking care of it, but I will not get enough back to replace my car, which means now I have to go into debt...This guy was a repeat offender and was still able to get behind the wheel of a car, thankfully no one was hurt - other then him. And for him I have no compassion. In 1972, I was 7 years old and was riding in a car with my stepmother and younger brother, we were stuck by a drunk driver. My stepmother who was pregnant, was killed and my brother and I were injured. The drunk walked away with no injuries and went on to drink and drive until the day he died.

DWI's will never stop...however we can "reduce" the percentage of DWI's only by educating ourselves. It starts by putting educational classes in middle and high schools. The sad thing is that we live in a broken system and we need DWI's to pay cities...just ask Susan Reed the biggest "drunk" in San Antonio TX...we need to educate those in younger years so that this rate of DWI's can go down. Do you actually think that mandatory blood draws will work or fines or jail time.....NO!! it will not. Texas will not put mandatory studies in schools 'cause they know the money from DWI's will not come in at an alarming rate. It’s is just a sad story across the board.

Here is my questions: why is she not serving time? How many DUI's does it take to get her off the streets?

I love all the rantings of LindaB, sometimes when you are angry, it's hard to say it all in one or two sentences. I would hate to be the one, driving home from the airport late at night, come face-to-face with a wrong way driver who already has a shitload of DUI's. The only time the city gets tough on drunk drivers is when something really bad happens to one of San Antonio's finest.

Start taking note of the judges in these cases and if they consistantly let drunks off the hook, vote them off of the bench. If the judges hands are tied because of overcrowding in the jails, then speed up the injection chamber.
