Its always the small towns who you least expect to have such problems and quiting. So sad!!

Cleanup has it right. You can't directly supervisor police officers without being one. The city manager can supervise the peace officer who is over the department which allows him to call the shots anyway but he can't do it legally without designating someone the chief or acting chief. Nothing new in small hick towns.

In Dilley any thing goes. Big crime area since the Eagle Ford Shale moved in.

Arranda and the mayor assume the responsibilities of the chief?????? They are not Certified Peace Officers.
