News 4 WOAI Bingo investigation piques the interest of state legislator

Millions of dollars are made every year through Charitable Bingo in Texas. Some of that money is supposed to go to charity. But because of limited oversight by the state, some bingo management companies could be taking advantage of the program.

The good news is, most of the money made by Charitable Bingo goes right back out to the players in the form of cash prizes. After salaries and fees are paid, the left over money is supposed to go to non-profit organizations. But News 4 WOAI Trouble Shooter Mireya Villarreal found out some bingo management companies are charging so much for expenses very little is left for charity.

"We were in business for eleven months. When my eyes did open and I'm studying the books and everything, you see all this money coming in. But on the other side, everybody else is, the money is going out,” Percy Spence, Commander of the Randolph Area, Chapter 17, of the Disabled American Veterans, remembers.

Percy’s organization signed up for charitable bingo about two years ago. The hall they were working with was making hundreds of thousands of dollars a year, but they were also charging Percy through the roof for expenses. To keep from going bankrupt he eventually had to surrender the non profit's bingo license.

“When you started to look at the numbers, where was the money going,” Trouble Shooter Mireya Villarreal asked.
“It's very hard to tell. The expenses were more than what we were bringing in,” Percy said.

Bingo halls are regulated by the Texas Lottery Commission (Charitable Bingo Division) and the Bingo Enabling act. When it comes down to expenses, the rules are vague. All a management company has to do is claim that their expenses are reasonable and necessary.

"Charitable Bingo in Texas is a complex, task based operation, with opportunities for fraud,” Phil Sanderson noted back on April 10, 2012.

Phil Sanderson, the Director of the Charitable Bingo Division, didn't want to speak with us on camera about our investigation. But we found video of him testifying before the state's Sunset Committee in early April about a recent review. The review released by the committee points out charitable bingo could be being taken advantage of because of a lack of oversight.

"There is a lack of financial monitoring. I think increased monitoring would help impact, possibly, the charitable distributions,” Sanderson said that day.

Sanderson claims they just don't have enough money in their budget to audit or inspect halls as often has they'd like.

We took our findings to Representative Jose Menendez. He sits on a state committee that oversees the Texas Lottery Commission and Charitable Bingo.

"We should do a lengthy audit of all of them to see what percentage is actually helping charities,” Representative Jose Menendez stated.

Representative Mendez’s office he's already working on potential legislation that would address the issues we uncovered.

"More than ever, you need to have checks and balances. You need to have the state being fully aware of what's going on. That way we can protect the operator, we can protect the charities that are supposed to be benefiting from the bingo operations, and we can protect the tax payers of Texas,” Menendez added.

You should pretend like you stopped looking at the comments, because if you answer with more of you hatred and lies, I am going to come back with the names and events of the people who were actually stealing from Randy's (all of whom are relatives or close friends to you), and I know it will start costing them their jobs (and I don't mean just the bingo), and for those who work at the bingo, their licenses. Get a life Beatrice. Move on.

Responding to foliz and Beatrice: I want to give you just some facts to clarify the whole issues. Beatrice, Case #40693, the case you are referring to a theft, was triggered by YOU going to the lottery commission and feeding them a bunch of lies about the supposed "theft" at Randys. And if you are wondering why St. George would not prosecute Jamal, it was because OBVIOUS to them that everything was a lie. Randy's makes AND GIVES more money to charity then any other bingo hall in the state of Texas - $1 Million+ to charity EVERY year. So it was you hate and lies that caused that audit, wasn't it Beatrice. Cases #352889 and #385890 regarding the eight-liners - At that time Ms. Beatrice, every bingo hall in the state of Texas, including San Antonio, had those machines. That includes Marbach, the hall that you were managing at the time (and still are). The only reason Golden Bingo got raided was because of all the telephone calls about disturbance inside the bingo (4-5 every day), although they have never had a disturbance inside the hall. Everytime the police went there, everyone was shocked because nothing was going on. I'm sure it was you placing those phone calls because of your hate and envy. In regards to Case #2011CI08907, this case was an employee who refused to follow his job description. He was not fired for not selling pulltabs (as the lawsuit claims), he was fired for not listening to directions from management. The lawsuit is an idiotic and frivolous lawsuit and as usual, it was supported by you, because you are his *STAR* witnesses, although you obviously know that with event pulltabs (the only cards sold at Golden), the big prizes and winners is drawn after the whole box is sold. So how can you claim that Jamal is stealing and forcing the employees to steal, when he is doing as the state directs him to do - sell the whole box before playing the game. I also was fired from Golden Bingo, but I deserved it. I wish I was still working there.

Well, as most of you can already tell, Bea is obviously a crazy woman with a personal vendetta. I will help clear some things up... Both #40693 and #447063 are audits, not criminal investigations. As I recall, you were working at Randy's during the time that these audits are looking at. However, both have been pretty much cleared. #352889 and #352890 are regarding 8-liners, managed by a different company, placed with permission within Golden Bingo. Texas AG issued an opinion making them illegal and before Jamal had a chance to remove them (no notice), our overzealous DA raiding the bingo hall. Case #2011CI08907 - Employee was terminated because he refused to sell pull tabs after the large instant winner was turning in, even though it was an event game in which instant winners didn't matter. Basically tried to refuse to do his job. Employee lost arbitration because he was wrong... Beatrice, just get over it. You were fired and you deserved it.
