SAN ANTONIO -- Mayor Julian Castro spent most of the night in a closed-door meeting with CPS Energy board members reviewing an audit on a proposed nuclear project expansion project.

The marathon meeting took place after an investigation into a multi-billion dollar communications breakdown over plans for the project. The meeting ran for more than 11 hours and ended early Wednesday morning. CPS Energy board members are now trying to decide what action to take against employees who they say purposely kept information from them.

The controversy is over a dramatic jump in price for nuclear expansion project and why word about that jump inflation never got to board members and city leaders.

News 4 WOAI spoke to Mayor Castro right after the meeting around 1:00 a.m.

"We have an investigation that requires us to be very thorough," Mayor Castro said. "And there's no question that this utility is at a low point as far as public trust."

Mayor Castro has promised disciplinary action will be taken. An outside law firm has already been hired to investigate 16 people involved in the project, including some of the utility company's workers, to see what they knew and when. The investigation will include checking emails, contracts, and notes those individuals shared.

The next meeting is set for Monday.
