Marine seen with underage girl on Texas Tech campus

A 21-year old Marine is being investigated after a witness says he was spotted leaving an event with a 13-year old girl from Gonzales County.

Although the age difference may be suspicious, is there any evidence of a relationship? To my knowledge, its not illegal for an adult to be in the presence of a child. Were the parents aware? And what about the individual that yanked the kid from the car? How did they know it wasn't an uncle or something? A lot of missing info in this story...
