Truth is...every neigborhood has at least one "look-out" (called Hawks in Mexico, or Halcones) working for the local criminal gangs. Usually the drug addicts roaming the street day and night are assigned to take note of the homeowners schedules and other details, and relay the info to the professional thieves. For betraying their own community, these leeches get a little bit of drugs or money. These retards are the ears and eyes of murderous syndicates, so this would be the first line of defense. Homeowners need to organize and "eliminate" these hawks for good, and the number of burglaries and home invasion will go down immediately. That's what they are starting to do in Mexico. If the look-outs "disappear", the criminal element loses the advantage.

Help police help you. It's YOUR streets, not the thug hood rats. Step in to disrupt their activities and they move on. One thing everyone knows about criminals is that they don't want others to know what they are up to. So if the street is buzzing with activity then it becomes a disturbance in their behavior. So, get out there and start causing some havoc. You see people that don't belong on your street make the call for police to strp in and break up their little hangout. Of course they will feel like the po-po is picking on them and when they get mouthy with officers, they'll get hella tazed. Then the ALCU will come busting thru the door and say that it was excessive force. And the thug will win some sort of lawsuit....but at least they didnt have to sell drugs on your street to get the $$$.
