Handcuffed deaf couple wants answers

SAN ANTONIO- A deaf couple claims two off-duty Bexar County Sheriff's deputies handcuffed them and roughed them up as they were shopping inside a west side convenience store. Now the two want to know why it happened in the first place.

Jeffrey Donovan and his girlfriend Mercedes Castellano were shopping inside the Express Mart on Ceralvo, off Zarzamora on Aug. 23 and had only been inside for about two minutes before deputies approached. Surveillance video shows how quickly the deputies came inside and cuffed the couple.

"They were waving at us to come over there and all of a sudden they handcuffed us and were really rough at us," Donovan said, through an interpreter. 

"It really freaked me out because we were trying to tell them, 'they're deaf! They're mute! They can't speak!'" said a person who was inside the store, who did not want to be identified.  "I think it was uncalled for. They were too rough."

Employees said the deputies were yelling for the couple to put their hands up.

"I don't understand why they rushed up on us like that. I couldn't understand what we'd done wrong," Castellano signed.

The witness said the couple were very frightened.  Donovan says they were taken outside where they tried to communicate with the deputies.

"I was trying to explain to him that I couldn't hear. I was deaf. I tried to explain to him twice. As they uncuffed us, we asked if we could write back and forth. I guess they didn't want us to write back and forth," Donovan signed.  "As we were standing there, they still refused to talk to us through writing back and forth. Again, we asked and they said no. So we stood there and waited."

Donovan is also blind in one eye and has a pacemaker.  His father said he suffered a sprained shoulder because of the incident.

"As we waited, one police officer wrote down, 'so you went through the gate and then after that you were running,'" Donovan signed.

He lives across the street at the San Juan Square Apartments. He showed us how they squeezed through the gate to walk across the street to the store. He says they never saw the deputies and after being let go, they never got an explanation.

"I have no reason. We're deaf. I don't know," he signed.

Employees of the store said many people go through or jump over the fence to leave the apartment complex because of locked gates. Donovan's father and the employees also said the deputies were providing security for the complex.

Donovan and Castellano are now sharing their story, hoping someone will finally give them answers.

"I don't understand why they did that to us. We're innocent. We didn't do anything wrong," Castellano signed.

The Bexar County Sheriff's Office did not want to comment about the incident, but Internal Affairs is investigating.

@Lexy89, On the contrary, read my posts, you will see that I'm defending the deaf couple for the way the cops treated them. Therefore, if you're deaf too, I'm on your side.

Whoa Wat u said again? JoNoes...U better shut up and not know nothing wat going on with deaf culture..Look at me I am full DEAF which it real impossible why police cuffed deafs for no reason if something serious then Police have their rights cuffs them but Deaf people not do anything wrong..Scoff I think Police shuld be FIRED period...Police real so DISCRMINATION deaf culture somethng like this..I think Police WRONG handcuffed deaf couples (( shake head )) Hey Hey JoNoes U better shut up and be quiet nothing u do with this.. @maguilar, on the contrary your the one mentioning that they were obviously avoiding the police and the regardless if they were deaf or not the teens were not responding to police. Read your statement first and then read mine again. As for my teeth soup statement, There's a difference between someone biting and officer and resisting vs this couple that never posed a threat or resisted. If you fight the police you can expect that they'll fight back. This couple was roughed for no reason. Your sheer stupidity to even state that a deaf person should be able to hear an officers demands shows your lack of understanding a person's disability. Like I stated, try driving a car when your legally blind and see what happens because, according to you, "regardless" a person should be able to do this. You berrate disabled people by stating that this deaf couple should wear a sign maybe you should be wearing a sign that says "I'M A MORON"! Your stupidity shines!

@JoNoes seems your the idiot and you don't know, Since when were they arrested, were you there to know that they were arrested because no where in the VIDEO does it state that, from the looks of it I see that they were detained for questioning and look at the video again the guy even talks about running and going thru the fence. Maybe they should be wearing signs that say "I'm deaf, so you don't have the right to stop me". You also posted the officer should make teeth soup on another story seems your treating both sides of the fence. Face it officers didn't do anything wrong sorry to disappoint you and I know your full of opinions but remember that's all it is an"opinion". You really need to change your name from JoeNoes to Moron!!!

what wrong that stupid SAPD arrest deaf young couple, they are enjoy shopping and walking around. Dumd cops thinks crime around city. they should know job if call 911 or happen, cops should be take care that crime. Not arrest to people without no crime call. COPS love jobs cuz keep bother, arrest lots crime through city. they used rough and dont care what they love doing. If i was arrest by cop, i wont say until need comment on paper write then cant say speak and hear, What wrong SAPD wont say happen reason why and think crime to deaf couple. come on. They should see sign, mean they deaf not arrest them. Those Cops should be fired. That sad heard lots mistake to deaf people anywhere!

@superspurs, I wasn't there but, the vid shows they posed no threat. At least I don't go on to say "Deaf or not, he can still be a felon, carry and shoot a gun". Therefore, neither were you to make such assumptions and pretending to assume more specifics than me. Either way, you're side stepping the issue.

I was wrong when I said SAPD. What I was suppose to say was Bexar County Sheriff's. But again what does the City of San Antonio have in place to communicate with their deaf citizens? Do police learn basic sign language to survive like they do with spanish speaking citizens? Where are the interpreters that deaf people have a right to?

What kind of training do SAPD have to communicate with their deaf community and citizens? This type of thing seems to be happening alot recently in Austin, Houston now San Antonio. This is unacceptable and is an outrage to tramatized people this way especially when they are deaf and are visual and are violated this way. San Antonio PD do you like the reputation you are setting to the entire country?
