SAN ANTONIO -- Two dogs were found dead, and a man says the city didn't do anything after he reported what he believed was animal abuse.

Terry Gietzen told News 4 WOAI he was renting out a house on Rice Road and that the people living there had three dogs tied up at the home. Two of those dogs are now dead, and Gietzen says he called Animal Care Services to get help before they died.

"Any dogs that are in the heat without shade and without water are not going to survive," said Gietzen. "It's just not right for the animals."

News 4 WOAI contacted Animal Care Services officials. They say the first call they received about the dogs was on Friday, which was the same day the dogs died.
