The guy is not wheelchair bound you seen him stand to take off his jacket. He is clearly intoxicated and in a wheelchair so he does not have to be carried, or picked up every few feet.

Dont buy into this wheelchair sympathy crap. He was in police custody for some reason......like breaking the law. He was combative and he hit the officer and he was put down like any of us would be if we hit an officer.
