It is an idea that is bound to win favor with millions of pet lovers across America.

According to an article written by Karen Datko for MSN Money, a new bill in the U.S. House would allow pet owners "to deduct up to $3,500 in for "qualified pet-care expenses" for household pets, including vet bills."

The bill is called the HAPPY (Humanity and Pets Partnered Through the Years) Act. According to Datko, PetWellbeing.com says the act would:

  • Make it more affordable for people to provide needed pet care
  • Make it less likely that cash-strapped pet owners will abandon their pets

I believe that part of the bill has been in effect for a great number of years. The only catch is that you need a psychiatrist to certify that loss of the pet will cause extreme emotional distress to a human family member.
