This is like stealing a cement mixer mixing cement, but of course that process is deliberate and calculated, it is the purpose of their design. And they say that they do not do so on purpose. WOW! How frustrating, and this looks like a prank from "young punks". If and when the person(s)are found, their penalty should be harsh. What if the person(s)EMS were treating inside had to be rushed to the hospital because of a life-threatning condition? Regardless, the punishment for stealing a city-owned vehicle should be severe!
