South San athletic director oversaw missing funds

SAN ANTONIO - So, who was responsible for handling the missing money from South San athletics?

I'm told by a district official it was Athletic Director Gary Durbon’s job to oversee all the money that comes into the sports department.

As I reported Monday, a confidential audit discovered $25,000 is missing or unaccounted for from South San football ticket sales which has triggered an investigation by the District Attorney.

Now here's the inside story.

I'm told handling money was Gary Durbon's responsibility and his secretary routinely made deposits and payments. But it's very unusual, if not unheard of, for an athletic director to have exclusive control over cash with no other oversight.

But at South San, the district’s own finance department did not handle a single penny of athletic funds or have access to those bank accounts. The new South San school board put a stop to this several weeks ago and now all athletic funds are handled by the finance department.

One source suggested to me this may be political payback for Gary Durbon, who has been a lightning rod for controversy and has had his own battles with the board. Someone involved in the audit insists this is not aimed at Durbon, but was requested to answer long standing questions about where all this athletic money was going.

A spokesperson for South San told me Durbon would not be allowed to comment on the situation.

But Gary called me and had this to say in his own defense, "I've never handled money. I don't count it. I don't deposit it. Nor have I ever been given a job description that says I am to oversee the money that comes into this department. So what you were told by the district is false."

Whether or not political infighting is the motivation here, it's hard to dispute the findings of an independent auditor.

The question now for the District Attorney to determine -- Was this criminal or just bad bookkeeping?

As of 10-07-2011 6 am 5194 taxpayers have learned how corrupt City of San Antonio, Texas employees stole their money for the past three decades and how corrupt San Antonio City “leaders” including City Manager Sculley, City Attorney Bernard, Mayor Castro, the full Council (especially Bernal), IT Director Hugh Miller and Police Chief McManus violated the law and hid the crimes for the past six years-using tax dollars to finance the illegal cover-up................ I guess someone did not see the newscast in its entirety. If it had it would tell you that the Finance Dept was not allowed due to the policy set in place by none other than the Superintendent that was in charge then. The Superintendent was none other than Durbon's father, so the same rules did not apply to this department like all the others. And if anyone knows the history of this district, Gary's wife (Gloria) worked the ticket both as well, it was all in the family. So who has suffered none other than the students of this district. Now at least you can see that the money does arrive at the bank just like it should.

And I thought that I had left the Tammany Hall politicos up there in New Yawk City!! I see now that they are alive and well here in San Antonio in the South San Antonio Independent School District.

Physically handling the money may be the responsibility of the principal. As for oversight, that would be the finance department (receives receipt deposits, disburses checks, etc.). I've seen enough of South San in the news. They should disolve and assimilate to Harlandale or SAISD by referendum...just like the Bexar Met fiasco.

The funny part of the article is that the finance department does not handle the money now. The principal of South San handles the money. Who hired to be the principal at South San no other than Connie Prado and her klan. This is really a joke! The parents of different organizations for the school run concessions at the school football and volleyball games. After the game they hand it over to the principal. This is a proven fact. What in the hell is she doing handling this money? That is the question we need to ask also!

He's responsible? What about the accountants? What about the secretary who made the deposits? The biggest clue of all: The district "offical" (who 'surprisingly' wasn't named) says he is, he says he's not. "HUH? WHAT??? NOT ME!!! WHAT'SHERNAME HANDLES THE CASH!!!" Geez, even when it should be completely obvious who's responsibility it is - it's not. No wonder that district is broke and falling apart like a wet paper bag.

Gary Durbon is a self serving egotistical has been, its time to replace him with someone who will be their for the kids and not for the checks and benefits. I personally know that Durbon has had financial problems and consider it VERY likely that he took this money. Stop embarrasing SSAISD and get rid of these crooks!!!

Remember when the late Dr. Harper was supt. of South San? Heck, he sued the district and won and then later he was rehired and he sued again and again he won. Tells you about how corrupt all of South San is, doesn't it?
