What is getting a license plate and reporting it going to do? What can the police do on hearsay and how are they going to prove racing was going on? Are the cops going to go to the drivers home and ask them if they were streetracing? What's to say someone doesn't just get mad at another driver and reports them for street racing when that's not what was going on at all? Calling this in will do nothing.

This car is so badly mangele that having seat belts on proabably would not have made difference. Speed and impact caused the damage. Law enforcement should address jaywalking as much as they do seat belts. Also, since student think that this only happens to "other" people, a training film should be made of these horrible accidents, minus the names, and use them as training tools in driver education classes. Scare the "poo" out of them before they get behind a steering wheel.

The cops should just do what they did in San Francisco when the street racing got out of control. Find an abandoned, industrial area of the city (not too hard here), and make an unofficial deal. If you race there we won't hassle you. They also really increased the fines for "racing" if they caught you outside of that area. Your not going to stop street racing, so it works better to try and limit the collateral damage the best you can instead. As someone who used to race, we actually preferred this arrangement. No worrying about red lights, cars pulling out in front of you, pedestrians, tickets, fines etc... Just about 20 square blocks for whatever custom tracks you want to make up, and a huge parking lot for drag racing. The cops were never too far away, but they never hassled us, a few even raced us every now and then. Since everyone was there, it really cut down on the street racing around the city.
