“Armed and Dangerous” patient escapes from state hospital

KERRVILLE- Kerrville Police are warning the public about a man considered armed and dangerous who escaped from the Kerrville State Hospital Sunday.  Police said 29-year-old Carlos Melendez-Martinez was held at the hospital for aggravated robbery and arson charges from Travis County. Police said he was the second person to escape from the hospital since April.

"A 37-year-old white female, and again, [she was] allowed privileges. She was supposed to check in after a period of time. She did not check in. After two hours, she was located," Sgt. Mary Krebs said.

A Department of State Health Services spokesperson said Melendez-Martinez had permission to be on the grounds unaccompanied and did not check back in. He was last seen at 1 p.m.  Protocol and safety measures would be reviewed following the incident, spokesperson Chris Van Deusen said.

"Unauthorized departures" did not happen often at the hospital and patients there are classified as "not manifestly dangerous" by doctors, Van Deusen said.

This story brought memories to the forefront. While stationed at Brooks AFB on Military Drive it wasn't unusual to have "visits" from inmates from the State facility literally across the street from the base. They would wander into the building and state that they were being held against their will or some other outlandish story and just basically acted squirrely. Never did find out how they got on base but they could have found a break in the fencing surrounding the base. We had the number for the hospital on our phone list and often made calls to them and they would come pick them up. Fortunatly, none of them were dangerous, mostly confused. None of these visits made it to the news or even reported to the police as far as I know. So I'm not so surprised about this report.
