Police Chief McManus calls parking & booting operator a "predator"

SAN ANTONIO - Parking downtown can be a pain and costly. But it can get even more expensive if you get towed or booted.

A flood of complaints from people who've been booted during Fiesta has the City of San Antonio looking to crack down on parking lot operators like LAZ Parking.

LAZ Parking is an Atlanta-based company that owns several parking lots in the downtown area. The issue people have with them is the vague advertising signs they use that seem to offer a great deal for parking. Their signs say $5 to park; but if you don’t read the fine print, you could pay a hefty price.

At a recent public safety hearing at city hall, a local lawyer said he was hit with a boot while visiting a downtown office.

“I was booted three minutes after I went into the building. You then have to call a number and are required to pay a $100 boot fee, unpaid parking fee, and sales taxes all before they will remove the device. The total was 133.13,” Kyle Watson explained to city officials.

Chief Bill McManus was at this meeting and says he's outraged with the situation; calling the company a predator.

"Those companies are wreaking havoc on innocent people who are lured into those parking lots, with the understanding that the fees are going to be one thing and it turns out to be something entirely different,” Chief McManus told us.

The issue even caught the attention of the district attorney's office, which has looked at the possibility of filing criminal charges against the company.

“There is no public safety reason for allowing this kind of conduct,” Cliff Herberg, First Assistant to the Bexar County District Attorney, said. “It's not like these people are blocking the entrance to a hospital and need some sort of emergency penalty. There's just no good reason for allowing this to take place. And so I urge you to pass some sort of ordinance to prevent this kind of conduct.”

Premier Parking Enforcement, which does the actual booting, defends their parking practice saying in a statement:

"We have never given the city or the people of San Antonio a reason to believe we are practicing fraudulently or aggressively. Parking is a business and just like any other business we aim to protect ours from scammers, cheats and dishonest people."

They add, booting a car is better than towing them because:

"With booting we allow the customer to remain in the safety and comfort of their own vehicle with their air condition on in those hot Texas summers."

One suggestion for a new ordinance is to outlaw booting for a first time offender and require the company to have someone at each lot who can quickly take the boot off once those extra fees are paid.

It could be a few weeks before we see the city move on this new ordinance, but we'll keep you posted on the progress.

And prior to that we have operated fairly and honestly not just in San Antonio but in three states since 2004. We have never given the city or the people of San Antonio a reason to believe we are practicing fraudulently or aggressively.  Parking is a business and just like any other business we aim to protect ours from scammers, cheats and dishonest people.


There have been many, many instances where a customer has paid for the wrong spot or simply made a mistake and paid the wrong meter and we have released the booted vehicle after the correct parking charges have been satisfied. Let a customer not have a paid meter on the city street and it will be towed at an even higher expense and with even more difficulty in obtaining the vehicle.  With booting we allow the customer to remain in the safety and comfort of their own vehicle with their air condition on in those hot Texas summers. Towing doesn't allow for that option. Could you imagine your wife and kids going to the River Walk and if they failed to pay to park coming back to an empty space where their vehicle once was?  what would she do with the kids, the strollers, the shopping bags etc.  Where would they go or where could they go to feel safe? If they were booted she and the kids could pile in the car and wait for our employee to arrive within 10-20 minutes to collect the payment and be on her merry way.


While there are sometimes errors made from both the customers end and our own the percentage pales in comparison to the people we do catch who intend to steal parking. And for every 10 people we do catch there are typically nine sob stories or excuses as to why they didn't pay.  This is where the change in the ordinance is a good one.  The parking meters that the city would like to begin requiring will provide a paid parking receipt the customer will leave on the dashboard to prove they paid for parking.  That way all we have to do is check to see if there is a valid paid parking ticket on the customer's dashboard and if there isn't or it isn't valid it's quite simple, they get immobilized or "booted".


The only problem requiring those hi tech pay machines is that they cost a lot of money.  San Antonio currently has the lowest parking rates of the 8 largest cities in the South. Requiring a parking company to install a $15,000 machine to accept payment will increase those affordable rates.  But maybe it's about time SA catches up to the rest of the country by increasing those cheap rates.


I also need to mention that if a customer feels they have been booted unjustly they have the right to request a hearing to sit in front of a judge every Monday to plead their case.  If the judge proves we unjustly booted someone they will get a 100% refund.  We aren't here doing whatever we want, we abide by the law.

I would highly recommend to not park anywhere in downtown San Antonio. These booters are very aggressive. Even if you paid the total daily fee, they will still boot your car. If you get towed, forget it. Police cannot help you either. See the local judges decision preventing police officers from helping you against these companies. The real money made is San Antonio is from these crime families running these parking scams. Stay away.

Metermaid tickets should be enough except for egregious violaters. Seems like a terrible harassment, I hope the police aren't just giving lipservice about this if it is a real predator like they say.

Mexicans don't have a lock on dried beef. I went downtown and looked for machacado at them Mexican store, but they don't have none. So my sisster says go to them oriental stors and buy the pork fu, it is the same thing. When you have a predator, that is the time to strike down the infidel. Because it seems like it was, and you like it. You won't know where to lie down. The revolution has still to come. We aren't capable of fine tuning. Hers was quite an understatement.

Is it just me or do all sorts of problems seem to come up with Fiesta and every year it seems to get worse? I guess moving here from another state I just don't get the appeal or why the city does it. I went one time years ago and swore I'd never go again. It was disgusting.

Parking is a racket just like organized crime. Everyone drives and has to park and these scum take advantage of that by ridiculous prices and as McManus says predatory behavior like trying to extort more money out of you than you expect by deception. What the hades are Atlanta dogs doing down here anyway running parking scams? Get yo butt back to where you belong and out of Texas befoe we kick yo behinds out of here and sick yo presidunt dat you voted foe on yo butts. And as for our city council and Fidel Castro, instead of wasting money on Ceasar Chavez street signs and proposed trolley cars, why don't you build some reasonably priced parking garages downtown? What a bunch of goof balls!
