On top of all the waste, we still need to address the issue of the noise abatement program executives giving one neighbor all the goodies (central A/C and heater, attic insulation, for example) and not to others. Many of my neighbors got central A/C and I didn't. When I insisted in the matter these people just gave me a bunch of reason (excuses), and then is when I realized some program "executives" were keeping some thousands of bucks for themselves. So not everything was wasted, WOAI. They kept some money "safe" in their bank accounts.

Well I see a $2 billion dollar cut right here. Anyone who lives near an airport or in the flight path of an airport knew what they were purchasing/moving into. If there is too much noise for them let them make the upgrades and pay for them out of their own pocket. Thats $2billion of wasted money on people that are too stupid and lazy and want you and i to pay for it.
