City code inspectors accused of taking bribes

SAN ANTONIO - When the retaining wall in the Rivermist subdivision collapsed last month city inspectors admitted they didn't know the wall was even there. Now, the News 4 WOAI Trouble Shooters have uncovered new concerns that city inspectors aren’t doing enough to keep you safe inside your home.

When your house is under construction city inspectors are supposed to inspect things like the plumbing and electrical wiring to make sure it's done right. But we've uncovered some inspectors are the target of a criminal investigation for allegedly taking bribes from contractors in exchange for approving work they never checked.

Brigitte Garza worries her remodeled home may not be safe.

“We’re remodeling this house for our family and it was supposed to be safe. And it was supposed to be in good working condition," said Garza.

The work was passed by city code inspectors. So Brigitte was stunned when home builder Duane Hilburn came by and looked at the work.

“I wanted to know if it was inspected because it was obvious it was not up to code," said Hilburn.

That's when Brigitte filed a complaint with the city, claiming the work was not up to code and accusing the inspectors of being in bed with the contractor.

“They never came out and inspected our plumbing. They didn't inspect our electrical. They didn't inspect our foundation. They didn't inspect anything from this house because our contractor was in cahoots with the inspectors from the City of San Antonio," said Garza.

A spokesman for the city says its inspectors did do their job in this case and defends the inspector's work.

But while digging into this case the Trouble Shooters discovered several other inspectors at the city's planning and development department are the target of an ongoing criminal investigation by the San Antonio Police Department.

“There's a criminal investigation into some of your employees that have accepted bribes for passing work they didn't look at. What do you want to say about that," asked News 4 WOAI Trouble Shooter Brian Collister?

“I want to say this. The city will not tolerate any unethical conduct on the part of our employees and we will take immediate action," said Rod Sanchez with the San Antonio City Planning and Development Department.

Sanchez says he cannot give additional details about his inspectors because the case is still open.

“We did get a complaint which we immediately looked into. I can tell you there are four people under criminal investigation right now within our organization. Two of those people have resigned in lieu of termination, but the criminal investigation continues," said Sanchez.

We asked if some code inspectors were not doing their job? Are the people living in the homes they were supposed to be inspecting safe?

“We've gone back and looked at several of these sites and we've addressed those issues," said Sanchez.

Because this is an ongoing criminal investigation, the city is not naming the inspectors or releasing the addresses of the homes they're accused of not inspecting.

Those houses will drift down the hill on a muddy mix just like California. Just take the license from the engineer, and this shoddy stuff will stop. I had a contract to buy ahouse that was allowed to be built on a tree stump by Centex and the inspector passed it, even though it violated even FHA requirements as well. We walked away from the home and lost our deposit.

P.S. Jesus Lucero (sp?) is/was a city inspector and he is guilty of faulty inspection reports. I have an inspection report from him.. He did not lie, but he left out the truth...

It is absolutely critical the people of Texas take a stand against this type of irresponsibility in the home construction industry! Demand the Home Lemon Law; but make sure it is more useful than the TRCC. We all (including the media receiving moneys from builders) need to take a stand against bad construction before you or your family and friends get bit by a bad builder. Most builders in San Antonio need improvements! Who would have guessed Pulte, Ryland, Centex,and DR Horton, to name a few, would be among those builders? I have inspected these homes and there is room for improvements. Make a difference; contact your state representatives to ask for legislation to protect our communities by holding those dream builders acountable for earning our money and building communities that last.

ALL;.. We could use all the help we can get to circumvent the efforts to hide criminal activity that stole our money for decades and the ongoing illegal actions by our city people to hide the crimes- by committing more crimes….Call all your elected officials and demand an outside investigation into the criminal activity circumventing McAnus, Reed, Bernard, Sculley, etc. People don’t realize that all these “big dogs” work for us and our elected officials speak for us. We are the government- they just work for us and when they break our laws it is time for them to go..... Make the calls......Citizens represented by Clamp 207-7276, Wentworth 826-7800, VandePutte 733 6604 and Smith 821 5024 call them a voice your support of an outside investigation- they have all the files. Other citizens should call their city officials 207 7040 and make similar demands as every city council member has been forwarded proof of the criminal activity and has been made aware of the criminal cover-up. Call them and demand action. Only by demanding action and holding our elected officials responsible for protecting our money, our city and our rights can we change the atmosphere of corruption down at city hall......

The EN/Rivard finally informed their readers(dwindling fast)of Collister's expose. Rivard has proven his pro-city sentiments and must have hated printing the story... One of our members posted this comment on the MYSA board that will shortly be erased like all the other comments we post pointing out city corruption:..... “The city takes complaints and allegations of wrongdoing or unethical conduct by employees very seriously and follows up with appropriate action and discipline,” Sculley………………… Does this mean that you are going to direct Chief McAnus to take SAPD case # 9.0471467 out of the trash and ask the FBI to investigate the criminal activity within your IT department? Will you have the FBI put CIO Richard Varn, IT Director Hugh Miller, city attorney Deborah Klein and others under arrest for subornation of perjury, obstruction, aggravated perjury, etc. as they lied under oath in court to hide decades of fraud and theft of public funds? Will you have the FBI arrest everyone who wrote fake audits/reports or lied under oath in court /depositions/affidavits to cover up the decades of criminal activity?.................................. So far your “appropriate action” has been to lie, publish fake reports/audits, fire people who report wrongdoing, commit additional crimes to cover up the original criminal activity, rip up police reports, issue unconstitutional criminal trespass warnings, have your city attorney/police chief collect all the incriminating evidence from council and instruct council members to look away, etc………………. This is the U.S.A. Corrupt officials need to have their things crushed in a vice. Many years ago, I saw a health inspector visit with a restaurant owner behind closed doors then leave. The inspector could not tell you if the kitchen was on fire because he came no where near it. If I saw that happen today, I would drop a dime so fast. Most of the world uses bribery on a large scale. We need to know about it, then do something about it. WOAI could do a better report but at least they are reporting it. Let's keep America above board so that we can justifiably claim moral superiority. Crush them things!
