74 Homeowners Associations impacted by CPS's $1 million mistake

San Antonio --  It's a $1 million mistake CPS Energy is calling a computer glitch. After our Trouble Shooters investigation, the utility now says it will work with homeowners associations to lower their bills.

Within the last few weeks 84 customers, 74 of them homeowners associations, received huge CPS bills.

CPS Energy admits for years it hadn't billed certain subdivisions for the energy they were using. When the utility realized the mistake, it told those HOA’s to pay up. Some bills totaled more than $50,000.

HOA's came to us for help, saying they'd either have to raise dues or cut services. We took those concerns to Mayor Julian Castro.

"CPS needs to let the community know, that it was their error,” Mayor Castro told us. “They need to put controls in place for the future, so it can't happen again. So it won't happen again."

I called the Mayors office today and gave them some ideas to rid these problems, but also to find out why they are being allowed to collect on the debt that is over 4 years old. The Texas Statutes of Limitations, Civil Practices and Remedy Code, Section 16.004 states that debts have to be collected within 4 years. How is this even legal and why are we not challenging this? I live in one of these HOAs. CPS is saying that if they don't charge this money, they will put it back on the customers by rate increases. Well, CPS isn't too smart because I am going to end up paying it back anyway. My HOA pays its bills through our fees. I pay the CPS bill anyway for this account, therefore I am still paying it. As I said to the Mayors office also today - CPS just had a restructure of the top management. This is when this all came to light. CPS head honchos knew about this and allowed this to happen. When a disgraced lobbyist or banker is "outed", they are made to pay it back, plus interest and damages. When someone who works for the city is "outed", WE are responsible for it. How is that fair? Hold the people who ARE responsible accountable. Imagine that for a solution!

Sounds like a billing software problem; so shouldn't the provider of the program be accountable? OH, I forgot, that was a city hall sweetheart, under the table deal.

Well I guess if I owned a fuel business and had a contract the keep all of the police cars full of gas. Then after 8 years noted that they hadn't paid a cent for the fuel when doing a self audit. I wouldn't expect them to pay for services I provided because of an error that happened somewhere along the process. Come on -- true it was my error and I should be conscious of that and instead of blasting for the whole amount, I should make some consorted effort to regain that money through special considerations (such as allowing the customer the same time to pay back). This would be acceptable I would think - but then again it was my mistake. The only thing I can say about the out-of-touch millionaire's (which I agree with you), Jesus said that rich men will have a hell-of-a-time getting in heaven verse us not so rich men (or something to that effect). So all I can say - here's an extra $20 for them (hopefully keeps a slot open for one of us).

Junior ~ I get your point, but don't think you get mine. Do you not believe the City Council has NOTHING to do with CPS? And we all know the 43 or 4 millionaires who head the City Council. They haven't a clue what it's like to live a day-to-day John Doe life. As old as these HOA debts are, obviously the city has been able to sustain services and make bookoo $$$ (non-profit of course) without it. They now need to eat it and leave these folks alone. It is a CPS MISTAKE ~ and the rest of my 'ranting' has to do with EXACTLY THAT. They seem incapable of doing the job...so get rid of the screwups and perhaps they don't even need to BE relaced. Why in heavens name did it take so many YEARS to realize this ~ just when the economy is at Rock Bottom?

Peanut... Am I to understand that you don't mine using the energy to cool your 1100sf home, however, because YOU feel the cost is to much you will pay only what YOU feel. Ummmm... No it doesn't work that way, and they will turn your services off. I think it would be better to use the rebate program that CPS offers to insulate your home to prevent the cost you are seeing. If your really 70, then you know that heat is your enemy and I would not wish that upon you. If you've lived in your home for over a year, you could also spread an estimated cost over a 12 month period - CPS does offer that as well. As far as this rant and the rest of your ranting - how does that have anything to do with this article?.... I think your just angry at the rising costs like the rest of us - that is a valid concern.

I'm WWWWAAAAYYYYY TIRED OF BEING RIPPED OFF BY CPS. I CALLED THEM YESTERDAY AND TOLD THEM I AM 70 YEARS OF AGE ~ DON'T HAVE $400 A MONTH FOR ENERGY FOR A 1100 SF little garden home..and that I will send $100 a month from now on and when they see the need ~ just turn the s**t off. OF COURSE WE ALL KNOW THEIR STANDARD REPLY THEY PUT OUT IN OUR MONTHLY NEWS LETTER WHICH COME WITH OUR BILLS: "SAN ANTONIO'S RATES ARE LOWER THAN HOUSTON, DALLAS, EL PASO ETC.ETC. YADAYADAYADA..." OK ~ What about the wage scale you freakin' IDIOTS????????? kma ! ! ! CPS.... Anyone in that organization with anything above a 5th grade education (besides our Yale educated shortpants Mayor)? Or do we have a COMMUNICATION problem. Maybe India could handle the org. better (like they're doing for most large corporations now (AT&T for instance **An outsourced COMMUNICATION ORGANIZATION FOR PETE'S SAKE) ~ or China???????? RIP! RIP!! Hell ~ everybody in the world is a MINORITY NOW! WTF CPS? "JULIO" THE MAYOR (short pants and all) and his mother or some of the other "geniuses" ~ or perhaps their 5 year olds should take over for ALL CITY COUNCIL operations. UP FOR A VOTE??????

When you're really not expected to produce anything, what do you expect. I think they should eat it, and not pass it on to the rate payer. This might create a better checks and balance system to make sure this kind of "mistake" does't happen again. Maybe some of the money the Big Boys are getting could be cut until this deficit can be made up. Maybe Ms. Scully could give back some of that bonus money to help us out... after all it take a village, take advantage of the charitable deduction before its gone.

Even though San Antonio in one of the largest cities in America, you rarely see its weather in the national city cycle on CNN or elsewhere. On a national scale, San Antonio is just a meathole with an overextended population. Leadership at all levels is so nickel and dime or small time it is pathetic. Just look at the carnival atmosphere of the city council. This city is and has always been a joke.
