SAN ANTONIO - Concrete evidence the local building industry is coming back; a big cement plant near New Braunfels is expanding and will hire 20 more employees. The Texas Industries cement plant was supposed to expand a couple of years ago, but that was put on hold because of a downturn in construction and softer demand for cement.
