RICHMOND -- The state of Virginia may become the first state to pass legislation that will prevent citizens from being required to purchase medical insurance.

According to Michael Kranish of the Boston Globe, dozens of other states are considering similar measures. The move could set the stage for one of the greatest tests of federal power over the states since the civil rights era.

Kranish reports that Virginia's lawmakers are focused on constitutional questions and the power of states to run their own affairs. He also states that "anger about Obama's health care proposals - fueled by Republican warnings about a "government takeover of health care'' - has generated resistance in statehouses, and legislators across the country are watching Virginia's effort."
