The Department of Housing and Urban development is halting the distribution of nearly $2 billion in aid for Hurricane Harvey relief. The agency says the state has failed to send in paperwork detailing how the funds will be spent. The delay is the latest in a series of hold-ups. Four years after Congress approved over four billion dollars in aid, nearly half remains unallocated. The HUD said in a statement that the Texas General Land Office has 45 days to submit the required paperwork to receive the money.
